ICF began in 2004 in the homes of two English-speaking families. As numbers increased, the church called its first full-time pastor in 2010.
Under the leadership of Joel Bubna, ICF grew rapidly and began meeting at the International School of Dakar(ISD).
In 2018, Jerry Dorn took over the role of pastor, serving until 2020, at which time, due to the Covid Pandemic, the church began meeting online. In August 2021, Ray Cobb came began his pastoral ministry at ICF, and in October of that year, the church began to once again gather in-person, this time at the Dakar Academy West campus.
Since then, the congregation has grown to about 275 people who come from many different countries, walks of life, and church traditions.
Ray, along with his wife, Kathy, are from Canada but have spent much of their adult life ministering overseas as missionaries in Guinea, as well as pastoring an international church in Morocco. They then came to Dakar in August 2021 where Ray continues to serve as ICF’s pastor.
Ray enjoys movies, reading and running. He is an avid supporter of the Seattle Seahawks and a connaisseur of pizza and Coke Zero! Above all, he longs for people to enter into the fullness of Christ and His Kingdom.
Ray and Kathy have 4 adult children and two grand-children.

We believe in the one, true God, who has revealed himself to us through the Bible. He is eternally existent in three persons: God the Father, God the Son, and God the Holy Spirit. These three persons are equal in power, glory, and divine perfection, and are worthy of worship and obedience.
We believe in God the Father, Creator of heaven and earth, perfect in holiness, infinite in wisdom, measureless in power. We rejoice that he concerns himself mercifully in the affairs of men and women, that he hears and answers prayer, and that he saves from sin and death all who come to him through Jesus Christ.
We believe in God the Son, Jesus the Christ, who is fully God and fully man. He was conceived of the Holy Spirit, born of the virgin Mary, sinless in his life, making atonement for the sin of the world by his death on the cross so that all who believe in him are justified through his shed blood. We believe in his bodily resurrection, his ascension into heaven, his high priestly intercession for his people, and his personal, visible return to the world according to his promise.
We believe in the Holy Spirit, sent from heaven to glorify Christ and to apply his work of salvation. He convicts sinners, imparts spiritual life and gives a true understanding of the Scriptures. He indwells all believers, comforts and guides, distributes spiritual gifts, brings assurance of salvation, and produces increasing likeness to Christ through his sanctifying work. He builds up the Church and empowers its members for worship, service and mission.
We believe that the Bible, consisting of the Old and New Testaments, and passed on to us through human writers, is the divinely inspired Word of God. The Bible is without error and fully reliable in fact and doctrine, is absolutely trustworthy, and has supreme authority in all matters of faith and conduct.
We believe all men and women are created in the image and likeness of God, with equal and inherent value and dignity. However, since Adam’s disobedience, we are now sinners by nature and by choice. Those who repent and follow Jesus as their Lord and Savior are forgiven, saved by faith alone, and are granted abundant and eternal life in God’s presence. But those who refuse to believe will be forever separated from God.
We believe the Church is the holy and universal body and bride of Christ. This universal Church is composed of all who are redeemed through the work of Christ and is called to worship God and to witness concerning her Head, Jesus. The universal Church is expressed in local gatherings with further responsibility. The local church proclaims, values, and submits to the whole counsel of God; administers baptism and communion as signs of the Gospel; and exercises spiritual authority to care for her members. She expresses God’s love for the world through clear proclamation of the Gospel in word and deed; through generous, compassionate benevolence; and through striving for godly justice and peace. Unity is expressed within and between churches by mutual love, care, and encouragement.
